Based on the IRC's consensus process in place, the Issue Task Force worked during the late summer and fall of 1997 to obtain a consensus regarding two issues. The proposed consensus positions were distributed to 158 Coalition members, representing business, government and public interest sectors in November, 1997. Based on vote tallies, the Coalition Board gave preliminary approval of the statements at its November 20, 1997 Board meeting. The Coalition's Position Quality Assurance (PQA) committee recommended final passage on December 1, 1997.
The committee based their recommendations on the less than 25% level of negative response in any of the membership categories to either of the policies. PQA members found that all requirements were fulfilled regarding the required procedure, and that the resulting policy statements did not conflict with any previous positions by the Coalition or the Coalition's bylaws or mission statement.
The Coalition Board approved the following:
